question通常指对某件事有疑问，从而提出问题以寻求解答。A question is something that you say or write in order to ask a person about something. question通常都有对应的答案，例如”FAQ“和”Q&A“。
issue通常指值得探讨的复杂问题，总是伴随着争议和艰难的决定。An issue is an important subject that people are arguing or discussing about. 例如social issues, enviromental issues, political issues.
台湾问题并不存在争议，所以台湾问题应该译为the Taiwan question或the question of Taiwan。
